Perpetual deployment

PerpRouter registers quote-specific Engines, allocates global market IDs, deploys market orderbooks, and manages routes. A PerpEngine must be owned by the router before registration and owns the risk, margin, position, funding, open-interest, health, and liquidation state for its quote domain.

Acceptance must verify quote scale, market IDs, orderbook-to-Engine bindings, AccountCore routes, price/funding updater authorization, keeper authorization, market risk parameters, staleness/divergence limits, margin thresholds, settlement enablement, and liquidation behavior under every pause plane.
